Why solar, why now
LADWP electricity costs have been rising year after year. Here’s what the public numbers say.
LADWP price per kWh
LADWP’s Tier 1 residential price for Oct–Dec 2026 is 27.3¢ per kWh, up from 24.6¢ for the same months in 2025 (and 22.3¢ in early 2025).

LADWP’s posted residential adjustment factors for Oct–Dec 2026 add up to about 2.7¢ more per kWh than the same months in 2025. That’s on top of the base energy charge.

About the federal tax credit
The federal residential credit (25D) is not allowed for expenditures made after Dec 31, 2025, so homeowners buying in 2026 shouldn’t count on it. With a lease or PPA, the company that owns the system handles any business credit. For businesses, a federal clean-electricity investment credit may still apply to solar placed in service by Dec 31, 2027 (for projects starting construction after July 4, 2026). Rules are detailed, so confirm with your tax advisor.

Home remodeling

Commercial & restaurants
Store and restaurant build-outs, tenant improvements, offices, shops and warehouses, from permits to finish.
Roofing & repairs
Roofing as part of a remodel, demolition, flooring, tile and general repairs. A sound roof is the first step before solar.
Own or lease? Common questions
Can I go solar without buying the panels?
Yes. With a lease or PPA there’s often $0 down. You pay a fixed monthly amount (lease) or a set price per kWh (PPA), and the leasing company owns and maintains the system. The goal is a payment lower than your current bill, but that isn’t guaranteed. A lease is not ownership. Options are subject to approval.
Why would I buy instead?
Owning (cash or loan) is usually the best long-term value: once it’s paid off, the power is yours. Note: the federal 30% homeowner credit (25D) isn’t allowed for expenditures after Dec 31, 2025, per the IRS.
Does NEM 3.0 apply to LADWP customers?
No. NEM 3.0 (the CPUC’s Net Billing Tariff) covers SCE, PG&E and SDG&E. LADWP has its own net metering rider that credits extra solar power using your rate’s energy pricing. Read more.
Who does the work?
NCE manages your whole project: bill review, design, permits, financing, installation and utility sign-off, with one NCE project manager.
